BUILD Project: Advancing innovation procurement for sustainable cities

The BUILD project, completed in October 2024, made remarkable strides in enhancing the adoption and implementation of Public Procurement of Innovation (PPI) across Europe. With a consortium led by PEDAL Consulting and partners from Estonia, Finland, and the Netherlands, the initiative bridged gaps in knowledge, resources, and collaboration, empowering cities to address modern societal challenges through innovation.

Key Achievements of the BUILD Project during 2 years

  1. STRENGTHENED COLLABORATION THROUGH THE INNOVATION PROCUREMENT TASK FORCE (IPTF)

Acknowledging the power of collective effort, BUILD fostered partnerships with other PPI-focused initiatives, establishing a robust network for shared learning and capacity building. This collaborative approach has solidified a foundation for future innovation procurement activities across Europe.

All the past and future initiatives of the IPTF are accessible at the website. While a thriving community is growing at LinkedIn.

  2. COMPREHENSIVE BUILD EDUCATIONAL LIBRARY

A centrepiece of the project, the BUILD Educational Library offers an interactive and dynamic platform tailored to the needs of public buyers and suppliers. Key resources include:

  • Structured lesson plans on PPI fundamentals and simulations.
  • Gamified quizzes for engaging learning experiences.
  • Real-world best practices from successful implementations across Europe.
  • Strategic policy recommendations and multimedia tools to deepen understanding.
  • Detailed reports, including the BUILD white paper, offering actionable insights for cities.

  1. POLICY RECOMMENDATIONS

The BUILD project emphasized the critical role of policies in fostering innovation. Its comprehensive Policy Recommendations booklet equips stakeholders with a roadmap for integrating PPI into national and regional strategies. The recommendations prioritize sustainability, market engagement, and innovation partnerships.

  2. TRANSFORMATIVE TRAINING AND KNOWLEDGE SHARING

Through hands-on training sessions across Europe and online webinars, BUILD facilitated peer learning and practical exchanges. Participants gained insights into market dialogues, innovative procurement methods, and the benefits of collaboration, empowering them to drive innovation in their communities.

  3. INSPIRING CASE STUDIES AND GLOBAL INSIGHTS

From Finland’s innovative procurement app to Rotterdam’s support for local businesses, the project showcased best practices that underline PPI’s transformative potential. These examples highlight how innovation can create more inclusive, sustainable cities.

Looking Ahead: A Legacy of Impact

The BUILD project leaves a lasting impact through its accessible resources and established networks. As a vital tool for addressing environmental, economic, and social challenges, innovation procurement will continue to drive sustainable growth in Europe and beyond.

All outcomes and resources from the BUILD project are and will be accessible on the project’s website.
